Caroline County Department of Social Services – Office of Home Energy Programs
The Maryland Energy Assistance Program (MEAP) provides financial assistance with home heating bills. Payments are made to the fuel supplier and utility company on the customer’s behalf. The Electric Universal Service Program (EUSP) provides financial assistance with electric bills. Eligible customers receive help that pays a portion of their current electric bills. Customers who receive EUSP are placed on a budget billing plan with their utility company. Budget Billing is a tool that utility companies provide to help spread out the bills into even monthly payments to avoid spikes in your bill caused by seasonal fluctuations in energy use. Please check with your utility company on eligibility requirements and budget billing policy.
Arrearage Retirement Assistance helps customers with large, past due electric and gas bills. If eligible, customers may receive a grant for up to $2,000 towards their past due bill. Customers must have a past due bill of $300 or greater to be considered eligible. Customers may only receive an arrearage grant once every five years, with certain exceptions. Arrearage grants received between January 1, 2020 and December 31, 2021 will not count towards the five-year limitation.
Other OHEP services: The Utility Service Protection Program (USPP) is designed to protect low-income families from utility turn-offs during the heating season. All MEAP eligible customers may participate in USPP. Participation also requires a year-round even monthly budget billing. Failure to make consecutive payments may result in removal from USPP.
Weatherization and Energy Efficiency Services customer information is referred to the Maryland Department of Housing and Community Development (DHCD) for programs that can provide improvements and repairs to homes at no cost. These improvements can help lower utility bills and make the home more comfortable. DHCD’s energy efficiency and weatherization programs support the EmPOWER Maryland Energy Efficiency Act. The Chesapeake Multicultural Resource Center (ChesMRC) empowers people from different cultures to become successful and engaged members of our community. While the organization serves anyone who requests assistance, our primary focus is to help Limited English Proficient (LEP) individuals to successfully integrate into the community. ChesMRC’s key objective is to connect vulnerable populations to the existing network of public and private service providers. ChesMRC can directly assist, without the need for a lawyer, all immigration cases. ChesMRC can also directly enroll or renew families into Medicaid and health insurance plans.

CASA of Caroline
CASA of Caroline advocates for children who have been removed from their homes and found by the courts to be CINA (Child in Need of Assistance) due to serious risk factors such as abuse, neglect, or abandonment. We believe every child has the right to thrive in a safe, permanent, loving home. Court Appointed Special Advocates are screened, trained, and supervised adult volunteers who are appointed by the Circuit Court to make assessments and recommendations regarding what children need to meet their full potential and achieve permanency as quickly as possible. CASA of Caroline typically uses a one-to-one model, where volunteers are appointed to only one child, or possibly a sibling group, although we have recently introduced a CASA Team model that allows spouses or close relatives to function as a team of two to provide an additional set of ears and eyes to ensure the best interest of every child adjudicated as CINA is represented in court.

Parents as Partners (PAP) and Non-Custodial Parent Employment Program (NPEP)
Employment Programs
The Parents as Partners Program (PAP) provides community connections and case management services focused on the following goal areas: 1) Increasing parental involvement and the nurturing skills of fathers and mothers, 2) Reducing barriers to positive financial and emotional responsibility through employment and life skills.
The Non-Custodial Parent Employment Program (NPEP) is a collaborative effort between the Office of Child Support Enforcement and the Family Investment Program designed to provide employment services and job readiness training to non-custodial parents who are unable to meet their child support obligation due to unemployment or underemployment.
Referrals can be voluntary/self-referrals, Court ordered or from the Office of Child Support.

CASA of Caroline
CASA of Caroline advocates for children who have been removed from their homes and found by the courts to be CINA (Child in Need of Assistance) due to serious risk factors such as abuse, neglect, or abandonment. We believe every child has the right to thrive in a safe, permanent, loving home. Court Appointed Special Advocates are screened, trained, and supervised adult volunteers who are appointed by the Circuit Court to make assessments and recommendations regarding what children need to meet their full potential and achieve permanency as quickly as possible. CASA of Caroline typically uses a one-to-one model, where volunteers are appointed to only one child, or possibly a sibling group, although we have recently introduced a CASA Team model that allows spouses or close relatives to function as a team of two to provide an additional set of ears and eyes to ensure the best interest of every child adjudicated as CINA is represented in court.

The Chesapeake Multicultural Resource Center (ChesMRC) empowers people from different cultures to become successful and engaged members of our community. While the organization serves anyone who requests assistance, our primary focus is to help Limited English Proficient (LEP) individuals to successfully integrate into the community. ChesMRC’s key objective is to connect vulnerable populations to the existing network of public and private service providers. ChesMRC can directly assist, without the need for a lawyer, all immigration cases. ChesMRC can also directly enroll or renew families into Medicaid and health insurance plans.
